In 2015, the Forum, along with other civic and business leaders, initiated a research, education, and outreach endeavor, Building a Better Colorado. The initiative is exploring the imbalance between citizens’ expectations of the services that government should provide and the ability of their government to address those expectations. Building a Better Colorado is convening 37 community meetings across the State in 2021, as it has for the previous several years. Megan also oversees Community Health, providing strategic leadership, building key external relationships, and evaluating programs that improve healthcare access and outcomes. Her work is instrumental in fostering community partnerships and initiatives that drive meaningful change.

An addition you may have noticed over the past few months is the weekly trends quiz, which is published in the Popular Now carousel—that strip of images at the bottom of the Bing homepage— every Friday. That’s when you can test your news smarts and see how closely you’ve been following Popular Now on the homepage during the week. On average, more than 80 percent of users who start the quiz finish all seven questions, which tells us that users fiscal year and fiscal period enjoy knowing what to talk about at the water cooler—and that they’re paying attention to what’s running in Popular Now. The nation’s growing debt and deficit is a serious threat to the economic well-being and national security of the United States.
ENERGY
We have worked closely over the years with local, state, and federal governments as well as nonprofit organizations and businesses to affect positive change. Currently, our primary focuses are in the areas of fiscal policy, broadband, education, health care, energy, immigration, transportation, water, and a healthy Colorado. The Colorado Forum has been deeply engaged on matters of state fiscal policy for more than four decades. The Forum convened the Fiscal Planning Project which worked to examine the State’s financial situation, inform Coloradans about the fiscal challenges facing the State, and develop options for viable solutions.
FISCAL POLICY
We’ve learned through the trends quiz that news—a combination of both serious and silly stories—is the right mix. Our homepage image is a source of inspiration for millions—and a great visual entrypoint to learn more about the world. We’re betting on the quiz format as the means of driving deeper exploration and serendipitous discovery. He was a member of the management Committee of the firm for 11 years serving successively as Chief Executive of the Investment Bank, CFO of the Company and CEO of the Private Equity Investment business.

While safeguarding Colorado’s unparalleled natural environment and improving the health and safety of all Coloradans, we support energy policies that will empower our State and our citizens. Strong strategic partnerships throughout the state allowed the Exchange to exceed all sales and financial goals during Ms. Fontneau leadership. Ms Fontneau also ran the operations of Holme Roberts and Owen, a regional law firm. She managed the partnership through an economic downturn, reducing expenses by $10M and improving revenue per attorney by 13%, during difficult economic times. This breadth reflects a deep commitment to systems-level change and cross-sector collaboration. The Forum played an important role in the passage and successful implementation of the Denver preschool program. We worked for over 20 years to achieve the successful completion of the Animas La Plata water project in Southwest Colorado, and we were a key advocate and leader for the development of Denver International Airport. We’re just a month out from the launch of the feature, but we’ve seen a more than 65 percent increase in engagement with the cap icon than we saw with hotspots. We’ll continue to update the design of the homepage quiz as we get feedback, but we’re excited about the ways we continue to evolve the homepage experience and inspire our audience to learn about and explore the natural world. He is currently a Director and former Chairman of UpTogether, a national not-for-profit which helps families emerge from poverty, and serves on the Strategy Board for No Labels. Launched in January of 2015, Bing Rewards quizzes were the signal we needed to continue experimenting with targeted, high-impact content experiences—78 percent of Rewards quiz takers complete quizzes, which told us that the motivation to compete was high.
The Forum believes that Colorado should pursue a balanced energy policy and exercise leadership in energy production, conservation, efficiency, and the development of alternative energy technologies. We believe that Coloradans should ensure access to ample, reliable, affordable, and healthy energy sources to heat their homes, power their businesses, and transport themselves and their products. We recognize that Colorado’s oil and gas sector will continue to contribute to these goals, even while renewable energy sources gain traction statewide and nationally. We are sensitive to the economic needs of some Colorado communities as Colorado transitions towards low/no emission energy sources.
COLORADO FISCAL POLICY
In addition to her accomplishments in business, Ms. Fontneau has devoted years to civic leadership, with a passion for Colorado. In her role, Megan drives brand unification, organizational storytelling, and high-impact engagement strategies that enhance Intermountain Health’s reputation and influence. She works closely with internal teams and external partners to ensure purposeful messaging, impactful campaigns, and seamless communication across the system’s six-state footprint.
It is urgent and essential that our leaders in Congress and the President of the United States put in place a plan to address our skyrocketing debt/deficit and manage our domestic policy. Colorado’s fiscal system has a structural imbalance – created by inherently conflicting constitutional mandates – that will continue to widen the gap between General Fund revenue and necessary expenditures. Even as Colorado’s economy improves, the imbalance, although unintentional, will persist because of contradictory constitutional provisions initiated and passed by Colorado voters at different points in time.
